Chief Executive Officer

The Chief Executive will provide high level strategic leadership and management to the whole organisation with an emphasis on high standards of care and efficient and effective use of resources. Influencing and being accountable for all of the services that the Hospice and Disability Service provides, the Chief Executive is the individual responsible for ensuring that the Hospice and Disability Service meets its statutory and service obligations and works effectively with key partner organisations and individuals. The Chief Executive plays a key role in building a shared vision of the aims, values and culture of the Hospice and Disability Service.

LEADERSHIP:

  • Provide effective leadership to the organisation across departments to ensure excellent management of the service at all levels. Ensuring the mission, core values and guiding principles of the organisation are put into practice.
  • Represent the service at appropriate committees, forums and opportunities to ensure that the organisational profile is enhanced.
  • Lead the senior managers to be effective developers of solutions to service challenges. Through them ensuring excellence in service delivery.

BOARD INVOLVEMENT:

  • Identify, assess, and inform the Board of Directors of internal and external issues that affect the service.
  • Act as a professional advisor to the Board of Directors on all aspects of the service's activities.
  • Foster effective team work between the Board and the CEO and between the CEO and staff.
  • Conduct official correspondence on behalf of the Board as appropriate and jointly with the Board when appropriate.
  • Responsible for carrying out the plans and policies of the Board of Directors.
  • Prepare agendas and minutes of each board and executive meeting.
  • Facilitate strategic and operational planning in conjunction with the Board.
  • Negotiate contracts and agreements on behalf of the Board of Directors.
  • Assure compliance with all agreements and contracts.
  • Work as a liaison for all Board activities.

STRATEGIC DEVELOPMENT, IMPLEMENTATION AND REVIEW:

  • Participate with the Board of Directors in developing a vision and strategic direction and plan to guide the organisation.
  • Create opportunities for staff at all levels to contribute to service planning and development.
  • Ensure that all departments and services are operating in keeping with the organisation's strategic direction.
  • Work to ensure that all staff understands the strategic direction of the organisation and their individual roles in its implementation.
  • Ensure the strategy is created, refined and implemented in line with the timeframe agreed with the Board and stakeholders.
  • Ensure that the strategy is reviewed to ensure effective implementation and make recommendations to the Board, where required, to adapt or change the strategy.
  • Provide regular updates to the Board on the implementation and review of the strategy.

STRATEGIC VISION AND HEALTHCARE INSIGHTS:

  • Provide knowledge, experience and insight of the Irish and international health care and policy systems and environment to look strategically at challenges and issues that may arise.
  • Ensure LauraLynn has knowledge of and implements best international practices

ORGANISATIONAL DEVELOPMENT:

  • Make recommendations to the Board on areas of development required or new opportunities that enhance service development in keeping with the organisational strategy.
  • Work with departmental managers to ensure that departments are operating effectively and provide advice, training and support as required.
  • Identify barriers to development within the organisation and work to remove these in keeping with policies and legislation.

PLANNING AND MANAGEMENT OF OPERATIONS:

  • Develop and delivery of an annual operational plan which incorporates goals and objectives that work towards the strategic direction of the organisation.
  • Oversee the efficient and effective day-to-day operation of the organisation.
  • Ensuring that fit for purpose policies, procedures and guidelines are approved, in place and implemented within the organisation.
  • Ensure that records are securely stored and privacy/confidentiality is maintained.
  • Oversee the planning, implementation and evaluation of the services offered by the organisation.
  • Ensure that the services offered contribute to the organisation's mission and reflect the priorities of the Board.
  • Oversee the planning, implementation, execution and evaluation of special projects.
  • Monitoring and evaluating the performance of senior managers through the performance achievement review process.
  • Ensuring a succession plan is in place for Senior Management Team.

HUMAN RESOURCES PLANNING AND MANAGEMENT:

  • Oversee the implementation of the human resources policies, procedures and practices.
  • Establish a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations.
  • Oversee the recruitment and selection of staff that have the right education, experience, skills, abilities and attitudes to help further the organisation's mission.
  • Ensure that all staff receive an induction to the organisation and that appropriate training is provided.
  • Oversee the implementation of a performance management process for all staff which includes monitoring the performance of staff on an on-going basis and conducting performance reviews.
  • Ensure that the organisation complies with all legislation covering Human Resources Management.

BUDGET AND RESOURCING:

  • Work with staff and the Board to prepare a comprehensive annual and where possible multi-annual budgets.
  • Work with the Board to secure adequate sustainable funding for the operation of the organisation.
  • Manage the budget, including risk allowance in line with capital and revenue requirements and standing financial instructions.
  • Ensure all other resources necessary to the success of the service are identified and appropriately addressed.
  • Research funding sources, oversee the development of fundraising plans and support appropriate funding proposals to increase the funds of the organisation.
  • Participate in fundraising activities as appropriate.
  • Approve expenditures within the authority delegated by the Board.
  • Ensure that sound bookkeeping and accounting procedures are implemented and followed.
  • Administer the funds of the organisation according to the approved budget and monitor the monthly cash flows. In consultation with the Head of Finance ensure that corrective measures are taken to adjust any overrun of expenditure to ensure budgetary targets are met.
  • Provide the Board with comprehensive, regular reports on the revenues and expenditure of the organisation.
  • Ensure that the organisation complies with all legislation covering taxation and withholding payments.

COMMUNICATIONS / ADVOCACY / STAKEHOLDER MANAGEMENT:

  • Ensure that highly effective communication mechanisms and processes are in place to manage, motivate and influence multiple stakeholders.
  • To act as spokesperson for the organisation.
  • Demonstrate pro-active commitment to all communications with internal and external stakeholders.
  • Establish good working relationships and collaborative arrangements with community groups, funders, politicians, and other organisations to help achieve the goals of the organisation.
  • Lobby relevant stakeholders to support the needs of the families and children supported by the organisation and create position papers as required.

RISK MANAGEMENT:

  • Ensure a Risk Management Strategy is in place and that all risks are managed appropriately and preventative measures are in place and reviewed.
  • Ensure information pertaining to risks are reviewed regularly and that the Risk Register is maintained and updated in keeping with policy.
  • Ensure that the Board of Directors and the organisation carry appropriate and adequate insurance cover and review annually.
  • Ensure that the Board and staff understand the terms, conditions and limitations of the insurance cover.
  • Identify and develop tools and data base systems to provide on-going information pertaining to issues and ensure regular audit of practice.

GOVERNANCE:

  • Ensure the organisation is fully compliant with the HSE Code of Governance and the Governance Code for Community and Voluntary Organisations and the Charities Governance Code.
  • Assure the filing of all legal and regulatory documents and monitors compliance with relevant laws and regulations.
  • Keep informed of developments in human services, not-for-profit management and governance, philanthropy and fund development.
  • Work with the Board Chair to enable the Board to fulfil its governance functions and facilitates the optimum performance by the Board, its committees and individual Board members.
  • Work with the Board Chair, focuses Board attention on long-range strategic issues.
  • Manage the Board's due diligence process to assure timely attention to core issues.

QUALIFICATIONS / EXPERIENCE:

  • Have a significant track record of achievement as a leader and senior manager in a large complex organisation.
  • Experience of managing in a senior management role in health care or other comparable organisation. This should include significant operational and financial/budgetary experience in the delivery of complex services.
  • Successful track record of planning and delivering organisational change in a complex environment involving multiple stakeholders.
  • Experience of managing and working collaboratively with multiple internal and external stakeholders, as relevant to this role.
  • Experience of organisational development and good governance systems.
  • The requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.
  • An MSc/MA in business administration/healthcare management or relevant field would be advantageous.
